Purpose: What is this report used for?

The   HCC-00-SAG-304 - Hennepin County Unmet Shelter Need report summarizes and displays detail on clients who had an unmet need for shelter in the Hennepin single adult and family shelter systems, whether due to lack of available beds, ineligibility, or client refusal of available services. It also displays detail where clients had a documented unmet need for shelter in Hennepin and stayed in shelter in Hennepin on the same night. 


Audience: Who should run this report?

Shelter system staff and system planners should run this report to understand the volume and composition of clients with demonstrated need for shelter. It refers to a workflow specific to the Hennepin shelter system, so users outside that system should not use this report.

Location: Where can I find this report?

In the BusinessObjects (BO) reporting tool, open these folders in order:

Public Folder => SSA Report Gallery => 5. Agency-Level => Agency - Hennepin County 


Prompts: How do I run this report?

IMPORTANT: This report will only display all features when run in Schedule mode. If run in View mode, the "Shelter Appearance Detail" tab will not display data properly. 

  • EDA Provider: Do not change the default value -Default Provider-
  • Enter Effective Date: Choose the date the day after the last day of the report period (for example, to see data through March 31, choose 4/1.) This should match the date selected in the End Date prompt. This prompt saves the last selected value, so be sure to review and update where needed. 
  • Enter Start Date: Choose the first day of the report period. Note - certain calculations in this report will not work if run for periods starting prior to 1/1/2019. 
  • Enter End Date (PLUS 1 Day): Choose the date the day after the last day of the report period (for example, to see data through March 31, choose 4/1.) This should match the date selected in the Effective Date prompt. 
  • Select Provider(s): The relevant providers are selected by default - Hennepin-HCC-Adult Shelter Connect(4083); Hennepin Shelter Team-CE-HCC(3794). Results may be incorrect if this prompt is changed.

Below is an overview of each tab of the report and the data contained within. 

Unmet Need Summary

This tab displays summary counts for clients in the singles and families system with documented unmet need for shelter.

  • Adult Shelter Connect Unmet Need Counts: this table counts clients and unmet needs for the ASC broken out by the reason need unmet. 
  • Hennepin Shelter Team Unmet Need Counts: this table counts clients and unmet needs for the HST broken out by the reason need unmet. 
  • Systemwide Unmet Need Counts: this table counts clients and unmet needs, for both the ASC and HST, broken out by the reason need unmet. 
  • Need Created By: this table counts clients and unmet needs, for both the ASC and HST, broken out by the data entry provider who created the unmet need record in HMIS. This is not necessarily the same as the need provider. The need provider is either ASC, for needs in the single adult system, or HST, for needs in the family system. The rest of the tables and references to providers in the report are to the need provider, not the data entry provider who created the unmet need record in HMIS. 
  • Most Recent Current Living Situation: this table counts clients, for both the ASC and HST, broken out by their latest Current Living Situation value and the provider of their most recent unmet need. Not all clients in the dataset have a Current Living Situation value recorded. 
  • No Recent Shelter History: this table counts clients in the dataset who have no shelter stays in the 90 days prior to the Effective Date of the report.  
  • Family Size: this table counts clients and unmet needs, for both the ASC and HST, broken out by their recorded family size according to the Diversion and Shelter referral Notes sub-assessment. Note that is only available where the "Household Size – Total # of Persons" from Household Information series is completed in the Diversion and Shelter Referral Notes sub-assessment. This is typically only completed when Diversion refers a household to ASC or HST. Clients counted as "missing information" here have a sub-assessment completed but are missing information in the "Household Size - Total # of Persons" field. 


Turnaways Summary 

This tab displays summary counts for clients  in the singles and families system with documented unmet need for shelter, where the reason not met is "No beds available, client turned away". 

  • Count of clients and unmet needs by year, month, and need provider: this chart counts clients and unmet needs, for the ASC and HST, broken out by the month and year and need provider. If a client has an unmet need in multiple months, or from multiple providers, they will count more than once. 
  • Adult Shelter Connect Client Counts: these tables count clients with unmet needs for the ASC, broken out by race, ethnicity, gender, disabling condition, and income status. These values are reported as of the time the report is run, so information may have changed from the time of the client's unmet need(s). 
  • Adult Shelter Connect Unmet Need Counts: these tables count unmet needs for the ASC, broken out by the client race, ethnicity, gender, disabling condition, and income status. These values are reported as of the time the report is run, so information may have changed from the time of the client's unmet need(s).
  • Hennepin Shelter Team Client Counts: these tables count clients with unmet needs for the HST, broken out by race, ethnicity, gender, disabling condition, and income status. These values are reported as of the time the report is run, so information may have changed from the time of the client's unmet need(s). 
  • Hennepin Shelter Team Unmet Need Counts: these tables count unmet needs for the HST, broken out by the client race, ethnicity, gender, disabling condition, and income status. These values are reported as of the time the report is run, so information may have changed from the time of the client's unmet need(s). In the Race and Ethnicity table, the cell with the gray background represents the overall total count. 


Refused Service Summary

This tab displays summary counts for clients in the singles and families system with documented unmet need for shelter, where the reason not met is "Client refused service". 

  • Count of clients and unmet needs by month and need provider: this chart counts clients and unmet needs, for the ASC and HST, broken out by the month and year and need provider. If a client has an unmet need in multiple months, or from multiple providers, they will count more than once. 
  • Adult Shelter Connect Client Counts: these tables count clients with unmet needs for the ASC, broken out by race, ethnicity, gender, disabling condition, and income status. These values are reported as of the time the report is run, so information may have changed from the time of the client's unmet need(s). In the Race and Ethnicity table, the cell with the gray background represents the overall total count. 
  • Adult Shelter Connect Unmet Need Counts: these tables count unmet needs for the ASC, broken out by the client race, ethnicity, gender, disabling condition, and income status. Not Eligible Summary

This tab displays summary counts for clients in the singles and families system with documented unmet need for shelter, where the reason not met is "Client not eligible".

  • Count of clients and unmet needs by month and need provider: this chart counts clients and unmet needs, for the ASC and HST, broken out by the month and year and need provider. If a client has an unmet need in multiple months, or from multiple providers, they will count more than once. 
  • Adult Shelter Connect Client Counts: these tables count clients with unmet needs for the ASC, broken out by race, ethnicity, gender, disabling condition, and income status. These values are reported as of the time the report is run, so information may have changed from the time of the client's unmet need(s). In the Race and Ethnicity table, the cell with the gray background represents the overall total count. 
  • Adult Shelter Connect Unmet Need Counts: these tables count unmet needs for the ASC, broken out by the client race, ethnicity, gender, disabling condition, and income status. Client Need Detail 

This tab displays client-level detail for all unmet needs during the report period and the clients with those needs. If a client has multiple Client IDs, they will appear on this tab more than once, and their counts will not be accurate.  

Details on the data displayed here can be found in the Table Key within the report. 


Shelter Appearance Detail

This tab displays transaction-level detail for all instances where a client had an unmet need and a stay in shelter on the same night.

Due to system limitations, this tab only appears when the report is run in Schedule mode. System limitations also prevent the display of any summary counts of this information.
