06. Barring a Client
If a client does not or cannot abide by the rules of a program, the agency can bar or ban them from receiving services. The details of any incidents the lead to a client's restrictions from a program are stored on the Bar List, and will pop up as applicable when attempting to complete an enrollment, reservation, or check-in.
Visibility: Client Bars are only visible to other users at your organization/agency-level and are not shared statewide.

To maintain the safety and livability of shelter spaces, agencies must keep accurate information on incidents that lead to a client being barred from the program.
Visibility: Client Bars are only visible to other users at your organization/agency-level and are not shared statewide.
For the purposes of fairness and legal compliance, it is important to maintain comprehensive information about the reasons for a Bar, and the potential for a client to return to shelter.
- Each recorded Client Bar must have the Reason and incident Notes sections filled out, and should have an End Date recorded as well, unless the client is barred permanently.
- Follow-up steps can be recorded using the Notifications section on the client profile.
If a Client is Already Barred from a Program/Facility
If you are attempting to complete an intake and program enrollment, and a client is barred from that project, you will receive a notification and the system will not allow you to complete the enrollment.
Please take time to read over the details of the bar before taking further action. If you believe the bar is erroneous, or should no longer be in force, check with your supervisor about your agency’s client bar policy and possible next steps.
Adding a Bar for a Client from a Program/Facility
Adding a Bar for a client from a specific facility will prevent them from reserving a bed or being checked-in.
- Click on your user icon in the top-right corner of the screen to open your Settings menu, and make the following selections. When finished, click Apply.
- Workgroup: Emergency Shelter Staff
- Organization: Your agency’s shelter organization
- Navigate to the Clients workspace, expand the Enrollments and Services folder in the menu group, and select the Bar List option:
- On the Client Bar List form, click the Add New button:
- On the Client Bar form, complete the following fields:
- Begin Date: The date the bar went into effect.
- End Date: Enter the date the bar will expire.
- Service: Skip, leave blank.
- Facility OR Bar from All Facilities: Select either a single Facility from the drop-down field or check the Bar from All Facilities box.
- Program OR Bar from All Programs: Select either a single Program from the drop-down field or check the Bar from All Programs box. This selection must match the Facility field.
NOTE: When barring a client from a shelter, specify whether they should be barred from all Facilities/Programs or a single Facility/Program. In the event that a client should be barred from two or more Facilities/Programs, but not all of them, create a bar transaction for each of the Facilities/Programs that cannot serve the client.
- Enforcing Organizations: Select your agency’s shelter organization, and only that organization. This value should be pre-selected based on your account’s settings, but it can be updated if needed.
- Reason(s): Select all that apply.
- Notes: Add as much information as possible about the incidents that led to this Client Bar.
- Click Save to exit the bar form:
