What you need to know
Each program in HMIS is marked to indicate whether it is tribally affiliated. Tribally affiliated programs are protected by tribal data sovereignty rules.
Tribal Data Sovereignty in HMIS Reports:
Report-Specific Enforcement:
Setting up tribal data sovereignty in HMIS requires setup for each individual report in HMIS. ICA is prioritizing the reports which we believe are most likely to be used for CoC or statewide evaluation first, then we will work on all other reports where tribal data may be included as our workload permits.
Program-Specific Rules:
For programs which are marked as tribally affiliated, by default these programs will only be available to be pulled into reports under specific circumstances:
- The user is logged in as the tribal program's organization, or
- The following criteria are ALL met:
- The user pulling the report has been granted ‘Reporting: Tribal Data Access’ permissions in the system
- The user pulling the report has reporting permission to the tribal program's organization
- The user has selected the entity who has a data sharing agreement and/or tribal data resolution documented within HMIS
- The data sharing agreement or tribal data resolution covers the specific report, the specific program, and the entire requested reporting period
If neither part1 nor part 2 are met, the tribal programs will not be selectable for inclusion in the report, even if the user has reporting permissions to the tribal program's organization.
