What you need to know about Joint TH/RRH projects

This article provides guidance for creating and maintaining TH and RRH enrollments in HMIS for projects funded by the HUD CoC joint TH/RRH grant.
What you need to know
Although this is one grant, you will have two separate HMIS projects: Transitional Housing (TH) and Rapid Re-Housing (RRH).
For clients in the joint TH-RRH program:
- Transitional Housing (TH): Their start and end dates in HMIS should match the exact days they are physically living in the TH unit.
- Rapid Re-housing (RRH): Their enrollment dates should cover the entire time they receive help from the program—even if they aren't getting financial help with rent yet.
- Housing Move-in Date: Use this field to track the exact day a client moves into permanent housing. This is how the system separates clients who are fully housed from those who are still waiting for housing but getting supportive services.
Common Joint TH/RRH scenarios
Scenario A: Client Moves from TH to RRH-assisted housing
When the client moves into a transitional housing (TH) unit :
- Create an enrollment into both the TH and RRH projects.
- The project start date for the TH enrollment should be the day they move into the TH unit.
- Use the same Project Start Date for both enrollments. The RRH enrollment shows that the client is being considered for RRH assistance.
When the client moves into permanent housing:
- Enter the Housing Move-In Date in the RRH enrollment.
- Exit the TH enrollment. The project exit date should be the same as the RRH's Housing Move-in Date.
- Select Rental by client, with RRH or equivalent subsidy as the TH exit destination.
Scenario B: Client lives in TH without moving into permanent housing through RRH
It is possible that a client stays in TH unit but ends up not moving into permanent housing through the RRH joint project. This usually because an RRH housing opportunity is not available or the client finds a different housing option.
When the client moves into a transitional housing (TH) unit :
- Create an enrollment into both the TH and RRH projects.
- The project start date for the TH enrollment should be the day they move into the TH unit.
- Use the same Project Start Date for both enrollments. The RRH enrollment shows that the client is being considered for RRH assistance.
If the client leaves TH without moving into permanent housing through RRH:
- Exit both the TH and RRH enrollments.
- If the client is exiting to a permanent destination, you will be required to enter a housing move-in date even if your project was not the project that housed them. This date should be the same as the project exit date. If they exited to a homeless or temporary destination, no housing move-in date is needed.
Note: A client still needs an RRH enrollment, even if they never receive RRH rental assistance or have an RRH Housing Move-In Date.
Scenario C: A client is in RRH housing without ever living in TH housing
A client may receive RRH housing-placement assistance without staying in the joint TH project or move from another agency's TH project.
When the client is admitted to RRH:
- Create the RRH enrollment.
- Project start date should be the the date the client meets the requirements for your program.
- Do not create a TH enrollment unless the client actually stays in TH housing.
When the client moves into permanent housing:
- Enter the Housing Move-In Date in the RRH enrollment.
- Continue using the RRH enrollment until the client exits the project.
The RRH Project Start Date and Housing Move-In Date are usually different because the client can receive housing-placement assistance before moving into permanent housing.
Scenario D: Client in RRH loses their housing but the RRH project continues to support rehousing
When the client loses housing and the project stops paying rental assistance for the former unit:
- Exit the current RRH enrollment.
- Create a new enrollment in the same RRH project immediately after the previous enrollment ends.
- Do not carry the previous Housing Move-In Date into the new enrollment.
While the project helps the client rehouse:
- Leave the Housing Move-In Date blank until the client moves into another permanent housing unit.
- If the client begins staying in a TH unit, create a new TH enrollment.
- Use the client’s first night in TH as the new TH Project Start Date.
When the client moves into another permanent housing unit:
- Enter the new Housing Move-In Date in the new RRH enrollment.
- Exit the TH enrollment if the client was staying in TH.
- Select Rental by client, with RRH or equivalent subsidy as the TH exit destination.
Creating a new RRH enrollment preserves the client’s previous Housing Move-In Date and allows reports to show the period when the client was not housed.
